I rather think that GRIB.US define each different IP address you use to connect as a separate computer. So those of us who move around a lot and connect via a variety of wifi hotspots (and thus appear as a variety of different IP addresses) very quickly use up the few "licences" GRIB.US allows.
This method of identifying individual computers has led to other (less serious) problems. For example, I connect both via wifi hotspots and via a satphone and each time I change connection method (and thus change my IP address) I have to re-enter my email address.
I suspect the guys at GRIB.US have realised that there is a problem with the way they identify users - ie. via IP address - and it's so fundamental to the way the service is structured that they don't know how to fix it. That's why it's gone very quiet lately. For a that is service aimed at sailors (commercial and leisure) not realising that we'd use a variety of different IP addresses (via wifi hotspots for example) is extremely bad planning.
